The proposals for the development forming the majority of the West Bersted allocation have now been submitted to Arun District Council.

 

An outline planning application has been made for: Outline Planning Application (with all matters reserved except site access) for demolition of existing structures and mixed use development to provide residential dwellings (Use Class C3), care home/senior living accommodation (Use Classes C2/C3), employment floorspace (Use Classes B2/B8/C1/E), retail and community floorspace (Use Classes E/F2/sui generis), a three-form entry primary school and spine road plus associated open space, landscaping, drainage and all other associated ancillary works.

 

Applications for outline planning permission seek to establish whether the scale and nature of a proposed development would be acceptable to the local planning authority, before a fully detailed proposal is put forward. This type of planning application allows fewer details about the proposal to be submitted. Once outline permission has been granted, approval of the details will be sought in reserved matters applications, to follow at a later stage.

 

The application is validated under ref BE/134/22/OUT and has been uploaded to Arun District Council’s planning register, where you can view and comment on the proposals. The application documents are also available to view below.

We are delighted that you have taken the time to learn more about the site, what the scheme will comprise and of course how you can contribute.

 

This public consultation follows on from that undertaken on the West Bersted Framework Masterplan in July-August 2020 and is the next stage in the masterplanning process.

This consultation is a further opportunity to review, comment and feedback on to the development proposals for a significant part of the wider West Bersted allocated site that will form part of an outline planning application to Arun District Council which we expect to submit in late spring/early summer 2021.

Land West of Bersted is allocated for development in the Arun District Council Local Plan for at least 2,500 homes alongside other social infrastructure including a new primary school, community facilities, public open space, sports and retail provision.

 

The two largest landowners are The Church Commissioners for England and Landlink Estates and they have been working closely with Arun District Council officers, other landowners and key stakeholders to develop development proposals for the land identified above. 

The plan above shows a smaller area than that included in the Framework Masterplan as that covered the whole site allocation, whereas this consultation is for a planning application coming forward for part of that wider site, albeit a significant part of the larger allocation. This document contains key design principles which future proposals should have regard to, together with an overall Vision for the development of site. These have been used to guide the further design work of the development and the forthcoming application. Government guidance on Covid 19 means that, unfortunately, we are still unable to hold a public exhibition, where members of the public could attend in person and discuss matters with the applicant’s team of experts.

 

As such, working with Arun District Council we have instead prepared this interactive website that allows you to understand and consider the emerging proposals in more detail and to then provide your feedback.  There is a section on the website that you can use to send us your comments. The following pages will lead you through the main considerations and elements to be covered by the outline planning application.

The application will be accompanied by a full Environmental Assessment to demonstrate all environmental matters have been fully considered and addressed through the application. All the comments will be read and taken into consideration when finalising the design of the proposed scheme, before the formal submission of the application to Arun District Council for consideration and determination.  Please do participate.
